OHIOThe Division of Recycling & Litter Prevention (DRLP) at the Ohio Department of Natural Resources is responsible for implementing statewide waste reduction, recycling, recycling market development and litter prevention programs. In addition, DRLP assists in implementing Ohio's Solid Waste Management Plan and encourages Ohioans to reduce waste, recycle materials and buy recycled-content products. The DRLP is permanently funded by a two-tiered corporate franchise tax. The first tier is paid by all Ohio corporations except for financial institutions and family farms. The second tier is levied on corporations that manufacture or sell products that might become litter, such as paper, plastic bags, beverage containers and cigarettes. Within each tier, corporations are limited to $5,000 per year. Additionally, tax credits are available to corporations making cash donations to local recycling and litter prevention programs. About 80% of DRLP's operating budget is distributed each year through grants. Most of these grants are awarded to local governments, although some grant funds are given to Ohio businesses to help stimulate the market for recycled materials. Local government grants support a variety of programs such as curbside recycling, recycling drop-off centers, education and awareness campaigns, illegal dump site clean-ups, pilot projects using recycled-content materials and activities which strengthen recycling markets. In addition to the grants program, the division conducts awareness campaigns, develops education curriculum, collects and analyzes recycling and litter data, and leads research projects.
